Some latitude written in there, but if they want to use it to waste your time and money they certainly can. The first part, about the bedding and food, may be a wake-up for some folks. It's pretty clear that the birth country being MX is not going to be an out.

I have been in and out with as many as 3 dogs lots of times with no static from either side, but if the immigration p***ing match continues to escalate, who knows.

If you hit them on a picky day with three dogs you'd have to shell out about $150 (1640 pesos), so a $100 USD mordida max should do the trick to be on your way. At least we'd be back to the Old Mexico we understood, knew how to deal with, miss and loved.

Who knows what they'd charge you for the Mexican rabies, parasite treatment and health certificates at their POE vet?

I really hope the "Rabies, Health Certificate, Parasite clearance and the 2 Dogs Free shuffle" dies a quick death. Mexico isn't, shouldn't and won't slow down incoming visitors because of anything Arizona does. It's probably a fresh-out-of-training thing as another poster mentioned. Hope so.

If you are an FM-3 holder- are you a visitor? Most of this animal code seems to apply to the importing of farm animals for breeding. I'm confused who this code is for and why so much is covered under one import code. ??
