So much for the untouchables
So we left Phoenix today to drive to San Felipe. I had some building supplies and a new gas grill. We stop at the decleration lane. The young lady
goes through everything and I show her my receipts.
A short time later she tells me to go into the office. She then begins chatting with another agent. Shortly after, he enters the office and starts
calculation the taxes I need to pay. He comes back with 53.00
I pull out 3 20's. He takes 2 20's and shoves the other 20 back into my hand. He then says, "now get out of here"
I was peeed. I asked him for paperwork and he pointed at the door and told me to leave.

quite a dilemma actually - do you waste your time over principle and try to get to the bottom of it while in line or parked, chasing mexicrats hither
and yon....or just accept it and move on figuring you'd have paid a similar amount - 15-30% ad velorum anyway doing it the intended way?
i really don't know - but it does pee me off when that happens which is all the time i guess.

Just ask politely "¿Me da una factura por favor?" If they say no then please don't set them off to where they'll charge the next person sixty dollars.
Mordida has been going on in Mexico ever since Cortes goosed La Malinche.
How many HUNDREDS of times have I posted on internet forums on Mexico that when a person encounters a genuine problem SEEK OUT A GREEN ANGEL and fill
out a federal complaint form. I live here and I do just that --- it isn't a cure-all but it does work. But alas, this post shall also fall on deaf
ears, or closed eyes :-(

My Golden Rule (for my Gold) is to "assume" unless I KNOW otherwise that, whatever procedures the lawful authorities are following in Mexico are being
applied correctly. I've ALWAYS "assumed" that their offer to pay any fines and save me the trouble have been sincere. Offered by competent officers
doing their jobs properly. And, I've ALWAYS "assumed" that the Mexican legal system differed from the U.S. in the manner by which appropriate
penalties and the like are negotiated without being escalated.
I guess that it's possible "Some" Civil Servants "might" be applying the system improperly to their own advantage, but my respect for law, authority
and my firm belief in the "Goodness" of man make me hesitant to "assume" facts not in evidence.
When in Rome .............or Mexico.

Apparently, the Mexican experiment with firing all the customs agents and then hiring college educated and government trained replacements has failed.
Too bad. I was hoping that might be one small step toward a more honest and transparent future for Mexican bureaucracy.
