No "Prohibition" for TJ on Election Day (4th) ?!

I'm confused, as usual. I thought the ban on alcohol sales was a national thing- now TJ says they are serving alcohol this year. Is Rosarito? Maybe they could have let people know that in advance (before today anyway)- most people know the 4th is "dry" down here and make other drinking plans (like bringing their own).

"TIJUANA .- The city government announced that there will be no prohibition for this weekend, but there will be surveillance operations for businesses to comply with the relevant Regulations, and that the elections were conducted peacefully . This was announced by the government secretary, Enrique Méndez Juárez, adding that alcohol sales hours for Saturday and Sunday will be normal."

the last election the dry law was not in effect. They have not notify us of any dry law this year. i thing it is a thing of the past.
the election was never effected by alcohol.
People will drink and business will find a way to sell (oops) loan it to people.

It's been anachronistic for some time. However, it was still the law when Calderon won. Always seemed to me that if the folks involved in governance worried that too many important voters would not vote lest they be taking away time from their local bars, just how important are those voters?

In the USA, the prohibition of alcohol on election day had to do with buying votes with drinks.
