Yeah, but you may not want to take it. You can take Sonora Hwy #40 from San Luis to Golfo de Santa Clara and then sand/dirt/mud and assorted other things to Puerto Penasco. From there you can take Sonora #37 into Caborca and on to Santa Anna.
I have had times that Hwy 2 through the Altar Desert was a challenge if there is any wind at all. I have only done the Santa Clara to Penasco road once with 4 wheel drive and it was beautiful but I would not want to do it every time.

There is a new paved road from Golfo de Santa Clara to Puerto Penasco. Really nice, high speed drive. I drove it over a year ago. Much better than Hwy 2. And the road from San Luis south to Golfo has been improved.

There is a Puerto Peņasco (Rocky Point) forum that had shown the new paved highway to El Golfo de Santa Clara all finished, with many photos, etc. This was over a year ago, I believe.

Here are some photos of the new road I posted for Wayno (BBBait): http://forums.bajanomad.com/viewthread.php?tid=37394
