Friday afternoon, 2:00PM, not a sign of migras ni a reten. Is the checkpoint sporatic?
A friend wants to come down in a month but he has issues with a passport because of an overzealous divorce court settlement. Is "dollar diplomacy" an
option? He does have a birth certificate and official ID. Or, are the migras straight-laced?

Not in my book....ever. To feed corruption, even on a small scale...can ruin a country. Like Mexico.
Sure....folks go down all the time without this and that.
Most....come home okay.

It is my understanding Mex Imm will not issue an fmm
without passport/passcard. A little tip to Mex Imm
for an fmm with only a Birth cert? Interesting question.
I suppose that MAY be an option. Mc fez, I don't see
this as mordida or a bribe, just a possible courtesy
extended to a US Tourist in need. A passport is not needed to
return to the US, wonder if it ever will?

Agree with sancho. I know for a fact that Mexican IMM requires a passport to obtain the FMM. Considering the perfidy, it's certainly a possibility
that one may get the FMM issued w/o a passport. But highly unlikely.
Not clear as to how far your friend is planning to travel SOB. First off, while I do understand that they have move the first checkpoint S of Ensenada
farther North, I don't know that I'd consider it to be in Maneadero. Years ago, there was an IMM checkpoint in Maneadero where traveler could obtain
their tourist cards. Been gone for years.
However, in the many years and many trips we've taken to Cabo and back; as well as interim trips, we have never been asked for our tourist card at a
military checkpoint. Their mission is to detect drug and gun smugglers.
So, far be it from me to encourage illegal immigration, But, I know from both first hand experience and anecdotal information that it is quite likely
that someone can transit the entirety of the peninsula without the FMM. The caveat is if you get pulled over by the Fedral police, or get into an
accident.
So anyone see the irony in the fact that US citizens can easily return across the border without a passport, while Mexican Immigration requires one
for the FMM? Seems like we passed a lw that is simply not enforced. Good thing that never happened before.

Was his passport confiscated? Is he on a no flight order? Just apply for a new passport. Pay a few extra bucks to expedite the process.

Yeah...in a way. They closed Maneadero migra office around thirty years ago. Left a sign on the door, "Be back soon."

A friend of mine owes some court-ordered child support in California, which is now working hand-in-hand with the federal government to collect such
payments. One way they make it worthwhile for people in such cases to catch up on their payments is to deny them a US passport.

It seems that the denial of passport when child support is mandated is automatic in some California counties. A person does not need to be delinquent
or in arrerears.
My question is that should a person be denied baja for years even more than a decade because of a court ordered denial of issue of a passport...
Its one thing for a felon to be denied or someone too lazy to get a passport, but I found out for a fact that when you pay for a passport, the money
is gone whether they issue the passport or not. It so states exactly this right on the application for passport.
