non-WHTI Pedestrian POE San Ysidro
Last night, I was blown away by the number of pedestrians who were reentering the USA in the non-WHTI lane through the POE in San Ysidro! Do people
not know of the requirements to reenter the USA before trekking off into BC Mexico?? Amazing.

It is my understanding that, at least on the weekends,
at San Ysidro there are 2 lines after you enter the Customs
Build from Mex as a pedestrian, one for passport/passcard/etc.
holders, the other for non compliant document holders.
Customs says something like 35 % of peds coming back
lack the required documents. What the heck, they do not
enforce the requirements, why even have them.
I suppose a fine of sorts would nudge people to get
at least the passcard. people routinely cross by car
without anything more than a DL

I believe they're purposely limiting the non-compliant pedestrians to few lines in the building they're able to use. I'd imagine the wait time is
considerable, and is an incentive for anyone that's crossing frequently to make sure they have their proper documents going forward.

I cross at SY often with friends that must use the non-WHTI line. Its a longer wait but they always get thru, they just
endure more hassel. Thats the incentive to have your passport or card.

In other words, I could go to Tijuana without any documents but look like a fool on the return POE. 
Even when there are rules to follow, you can still bend them.
