Owe The IRS? Bill Would Suspend Passport Rights For Delinquent Taxpayers
LOS ANGELES (CBS) — A bill authored by a Southland lawmaker that could potentially allow the federal government to prevent any Americans who owe back
taxes from traveling outside the U.S. is one step closer to becoming law.
Senate Bill 1813 was introduced back in November by Senator Barbara Boxer (D-Los Angeles) to “reauthorize Federal-aid highway and highway safety
construction programs, and for other purposes” . After clearing the Senate on a 74 – 22 vote on March 14, SB 1813 is now headed for a vote in the
House of Representatives, where it’s expected to encounter stiffer opposition among the GOP majority. In addition to authorizing appropriations for
federal transportation and infrastructure programs, the “Moving Ahead for Progress in the 21st Century Act” or “MAP-21″ includes a provision
that would allow for the “revocation or denial” of a passport for anyone with “certain unpaid taxes” or “tax delinquencies”.
Section 40304 of the legislation states that any individual who owes more than $50,000 to the Internal Revenue Service may be subject to “action with
respect to denial, revocation, or limitation of a passport”. The bill does allow for exceptions in the event of emergency or humanitarian situations
or limited return travel to the U.S., or in cases when any tax debt is currently being repaid in a “timely manner” or when collection efforts have
been suspended.
However, there does not appear to be any specific language requiring a taxpayer to be charged with tax evasion or any other crime in order to have
their passport revoked or limited — only that a notice of lien or levy has been filed by the IRS. Boxer vowed last week to push House Republicans to
pass the bipartisan transportation bill that would keep the Highway Trust Fund from going bankrupt.
“Thousands of businesses are at stake, and eventually we are talking about nearly three million jobs at stake,” she said in a statement. “There are
many people on both sides of the aisle in the Senate who want to get our bill, MAP-21, passed into law, and I am going to do everything I can to keep
the pressure on the Republican House to do just that.”

what does this mean? it's amazing how they can twist a story to mean something completely 180 degrees away from the entire story. just like passing a
health care bill when Pelosi said they would read it AFTER it passed???? certifiably loco!

You do not need a passport to travel by ground. Found this when I passed North last month and had forgotten my passport. Just enough ID to
establish citizenship.

I always alleged that this was the case Ralph and I am glad you put it to the test ... it just makes sense that if you are American and have docs like
a birth certificate to prove it, you should be able to go "home" ....at least it makes sense to me....

I had no chuice other than to go all the way back home and get it. AZ drivers license and and one other piece of ID is all.

Barbara Boxer is a disgrace to CA.
She is a highly partisan loon who resides on the far left of left.
She should, no doubt be working on crafting a budget (something the liberals have yet to do for over a 1000 days and if your a CA voter, you should be
asking her why) rather than obfuscation of passport uses.

Especially when there's an exception for repayment arrangements which are current? Seems like they're going after deadbeats who ignore the IRS, which
is a really stupid thing to do in the first place.
For the record, I despise Boxer but don't see this law as being particularly unfair. That said, I also don't see how this somehow rectifies a problem
facing thousands of businesses.

Because the IRS doesn't need to prove it's case fully before it could suspend your passport. I think they should get to prove they don't owe the IRS
any money before they are punished. I've gotten an IRS tax bill for $100K plus before. It tends to ruin your day.

Could it have a little concern of ' flight risk' to
aviod paying Fed Taxes? Probably not, just
a nudge to get deliquient payers to pay.
To return to the US,
you do NOT need a Passport. Birth cert, DL,
nor any other form of Official ID, that is clearly
stated in the US Customs Bldg, at least at
the San Ysidro ped crossing line

They (The Feds) cannot prevent an American from returning to HIS/HER own country... The worst they can do is delay your return by sending you to
secondary to varify your claim to be American... and of course at that point, you are already inside the USA... Some people are the victims of crime
and have had their ID stolen... Some just forgot, as their is no exit visa (yet) require to leave the USA... but sounds like Boxer and her fellow
fascists in power are trying very hard to further inprison us. It wasn't enough to ruin our economy so we cannot afford to leave.
