Just an FYI we know some people here in Loreto who got in some fairly big trouble going out in their small boat to watch a blue whale who was just
North of town. They got busted for "operating a whale watching tour without a permit" and going too close to a whale (harassing the whale). They
took the two women off the boat and into the police station and the men had to go "bail them out". They are still working out all the fines and there
is still talk of them taking the boat. We were told at the marine that you can't go within 200 meters of a whale. Maybe just local enforcement, but
who knows.

Sounds like a case of too much government. The whale can freely swim away from boats.

you do have to be licensed to take tourists out and accept money but...
your own boat...and 200 meters...in the ocean?
how do people that go on tours pet the whales???
maybe you left out part of the "story"

We're talking about Blue Whales in the SOC, not the Gray Whales in the Pacific. Different whales, different rules I guess. Spoke to the guy
yesterday and he may still lose his boat. He has to go to La Paz to settle the issue as the local agents do not have the authority. That's the
story.

Whales! Whales? Where?
In the winter of about 1994 or so, a few of us from Conception Bay went camping & fishing down in Mag Bay. There was an established
whale-watching enterprise doing some business...and we knew the rules of tourists and whale-watching. That is...in order to watch the whales you had
to go with a paid guide.
We were interested in catching fish (namely snook) amongst the mangroves and really had little interest in whale-watching, although we saw them daily
while crossing the large part of the bay.
Coming back to shore one afternoon, and having just cruised past a whale 5 minutes earlier, we were pulled over by a patrol boat. The official
checked our fishing licenses, etc..and then said..."Senors, have you seen any whales?" We all said..."Whales? Whales? Where? Are there whales here,
too?"
We moved on...
I do what the voices in my tackle box tell me.

at the preserves for greys on pac side, the pangeros get legally close to a whale and then the whale comes to them. works every time. the boats never
chase a whale. it all is ruled by mex guvmint ecological division.

...would make sense if it was allright to be closer if whale approaches -you-.....otherwise a good law which avoids harassing whales
