"... and the citizens are too dumb to care."

Not so - that project has not been approved yet. Since the deal has been on the table, other projects in the Enmbarcadero area and overall scrutiny has come into play. There is now a focus to see the entire waterfront as a whole and integrate the individual projects so that they are harmonious with each other - the cruise ship terminal, the old police station property, the recent plan for a huge memorial sculpture and park at the end of a pier, renovation of Harbor Drive and Seaport Village, etc. It has been deemed that Manchester's project no longer fits within the big picture, so he has to make changes. His project is subject to Port District approval - very powerful - and they have sent him back to the drawing board. There are also community groups that are opposed and they are on top of it. Always lots of commentary when "news" comes out because it is unique real estate, and this is the chance to do it right. It may not get built at all. The Navy really doesn't need to use that space at the waterfront, and the Navy can't get too vocal about it. I wonder what the back room deals with the Navy have been? I wonder how Manchester will use the UT to further the waterfront project?

As one who was involved in a remodle job at Doug's house in La Jolla (time of Daughters wedding-dates it for those in the know) and one who personally worked on his offices and suite on the 33rd floor of the Hyatt and a one who personally worked on several of the shops on the entry floor of the Hyatt, I had time to interact with the man and found him to be exactly what men in his frame of mind seem to be like...not much differant and personable one on one.
As a resident of San Diego for 56 years (surfing here 48 years) I find the city delightful and pretty much all the concerns voiced in this forum to be the same that I have heard over time. Yet the masses keep coming and returning. I'm glad I live here and as my friends all know...if my car leaves town, it goes south (1.5 miles away from my home)...the only other place I would ever leave here to got to.
