I have had numerous issues with banks here in the Ensenada area. (but never in Tijuana).
The problems:

bank denied transaction
transaction over daily limit
transaction not authorized (by whom...I don't know)
Transaction over authorized limit.
ATM makes noises as if to dispense money, but no money comes out
It makes no difference what YOUR bank's daily limit is, it is what the Mexican's bank limit is. Some could be $2000 Pesos and others as much as $15,000 Pesos. Again, depending on the bank.
ATMs place a restricted money limit if it senses it is starting to run low in cash
etc>

Many of the transactions are due to the ATM being out of money

Note: many times I have checked my bank's site for my account and found out that money had been deducted from my account even tough no cash ever came out of the ATM. But within 10 days, the transaction gets straightened out.

we finally got some pesos out of the other bank, not bancomer, in Santa Rosalia. Funny thing is the hotel internet isnt bad, not sure whats up with bank.

We went through this the last two years. Bancomer is a problem. Banamex in Sta. Rosalia is better and has a lesser fee and better rate. (There's a website you can view for this http://www.eldolar.info/en/mexico/dia/hoy ). USAA is a pain in that they take 1% and may not reimburse the fee any longer (dunno). Other than that, the ATM at the Loreto airport can dish out pesos (when it is working).

Bancomer ATMs here are different than most others [not all] whereas they charge around 85 Pesos per transaction. I assume that is for non-customers.
Most other banks, HSBC.....etc....charge in the 30 peso range.
