The Orozcos have family in Mexicali and it is closer and more convenient for the them . This started before my time and apparently carried forward with each lease.

If (and they probably did) the association members signed the "old leases" , they agreed to that clause. As I have found, the Mexican legal system is very different than ours here in the USA.
If there had been a problem, why would the Ensenada Cops enforce a Mexicali court order if it wasn't valid ???

I'm still learning .

Not uncommon in the USA for large corporations to require settlement/courts/arbitration in the city/state of their incorporation - not the area where you might be. Have to read the find print.
