Ensenada suffers severe impact from tax imposed on cruise lines

Jorge Lecona, director for Mexico and Latin America port operator Hutchinson Port Holdings (HPH), said that the new cruise line tax, which was established in December 2007, and which requires each passenger to pay 5 dollars or 56 pesos at the port of Ensenada has had a very strong impact.

"It's very bad, and is discouraging the arrival of passengers, indeed in Ensenada in October 50% of our market stopped coming.

This is because one of the two cruise lines (Carnival Cruise Lines and Royal Caribbean) decided to not come to that port. The director preferred not to identify the company, as they are in negotiations to have them return.

Lecona elaborated that the port received approximately 250,000 passengers per year but estimated that with this development will achieve only 125,000.

"There are countries that offer money to get cruise lines, as the Caribbean islands. (...) The cruise lines were very insistent that this be reviewed, there were a lot of requests to reconsider the issue, but the tax was initiated. That creates a very big problem for us because the end result is we lose 50% of the market."

According to the latest reform to the Federal Law of Rights (in December 2007), 80% of what is collected goes to the municipality and the remaining 20% is for the National Immigration Institute.

OK, so let's work this out. Say each passenger spends $50. So by imposing the tax, the government gets $5 times 125,000 passengers, or $625,000. But the economy loses $50 times 125,000 passengers, or $6,250,000.

this is unconfirmed, but I have heard that Loreto has also tried adding a tax. and that Holland America has decided not to visit after the 2009 season. if true, more brilliant thinking...

At every level, the attitude seems to be screw the customer today rather than think of the future.

The cruise line that is pulling it's Ensanada stop is Royal Carribian, and Holland America moving toward the cancellation of it's Sea of Cortez landings on the Ryndam.

Fulano,
I've taken Royal Carribean's cruise...twice. Both times with a bunch of women (read shoppers). Based on this anecdotal experience and watching the armloads of shopping bags almost every passenger carried back on board, I would say your "guesstimate" was conservative.
Somehow taxation never seems to work out as planned, does it?

On the bright side, it's only screwing the least desireable of ports of call. I wouldn't pay $5 to get off in Ensenada either if I knew Los Cabos and Puerto Vallarta were just a day away. The best ports of call will still get the tourist dollars and it will still wind up in Mexico- just not in Ensenada, No?

A lot of countries make you pay to exit at airports these days. I think Argentina charged us like $50 each and it had to be in cash. I don't know what would happen if you arrived at the airport flat broke.

Dooes Esenada even have the option of opting-out of the $5 surcharge or is a national law with no exceptions? Just wondering.

I read recently where Ensenada is complaining about the $2000.00 (American)/month upkeep on the Rotary Tower. I too have heard that one of the cruise lines will no longer dock in Ensenada and I believe they will cease operations in Ensenada in October

They just voted a 90-day delay in the $5 head tax


Wait until you find out why:

It seems they had set up for this new tax to be collected by the Instituto Nacional de Migración (INM) located at each port in the country. They were actually going to have the passengers file off the boats and form a line at the INM and have each passenger plunk down his $5.

Well, apparently, somebody just found out that the average cruise ship disembarks about 1,800 passengers at a time and it would take hours for them to collect the money while the passengers waited in line. So they delayed the whole thing while they rethink it.

I just had this hilarious image of this immigration official -- you know, the guy in the khaki uniform with his belly hanging over his belt and a pencil-thin moustache -- sitting there at an old wooden desk with a No. 2 pencil, a rubber stamp and a pad of receipts -- filling these forms out one-by-one and then stamping them, with 1,800 people in the line.

Or maybe he could just write 1 or 2 receipts and put the other 1798 $5 dollar bills in his pockets......it would move the line along faster.....:rolleyes:
