They do need to have a U.S. passport for travel into Mexico, or not, depending on if your prepared to grovel some at immigration. Not sure what you
mean by FMM?

FMM....Isn't that what they call the new Tourist Card/Permit?
Anyway....if one stays in the Free Zone for 72 hours or less, a permit isn't required so, consequently, a Passport isn't required.
I just wasn't sure if Sport Boats had the same regulations.

need a passport to get an FMM -there is such an animal as a passport card if you do not have a passport-less expensive also

No matter what, you will need a passport or passport card to get back into the US.
