Is there any value to this other than to be used as t-paper? you gotta scroll down a bit.

Don't think so.
Don't believe Mexico accepts currency that is out of print as legal tender, but bring it down sometime and ask a Mexican bank manager.
You might be able to sell it on eBay as a collectors' item.

If it is still accepted as legal tender, it would be worth 10 pesos, (or about 8 US cents!).
The devaluation was 1,000:1 Just drop the last three zeros for the new value.
Try the collector route .....?

Not worth anything except for memories. México changes currency design regularly. Since that 10,000 peso note was invalidated, the 10 nuevos pesos
note was invalidated, then the 10 peso note was abolished altogether. Any 20 peso or 50 peso note not made of plastic is obsolete and will be rejected
anywhere and everywhere now.
20, 50, and 100 peso dual-metal coins have genuine silver centers and are not found in circulation since maggot silver speculators drove up the price
lately. If you have one of these coins they are sort of collector's pieces now.

Check to see if it was printed on "U.S. Bank Note" paper. It will say at the bottom of the note.
Counterfeiters used to love to get ahold of that paper.
