The federal government eventually canceled the tender to develop a port and a railway linking the port with the United States and a container
terminal.
The document that was canceled called "port megaproject" the presidency of Felipe Calderon, was issued on the last day of his administration, but has
been removed also the delimitation of the port area and thus the brake to any development in that region except a port.
The document DOF: 30/11/2012 is an agreement to withdraw the contest that is designed for the simultaneous granting of a concession for the
construction, operation and use of a type of road or railway that will include the routes with origin point Colonet Bay, Ensenada, Baja California,
with one or two destinations on the border of Mexico with the United States of America.
Besides "The provision of public transport and rail freight permits to provide related ancillary services on these routes, a concession to the Port
Authority for the operation, use and exploitation of public property of the Federation which are part of the Port, located in Bahia Colonet, Ensenada,
Baja California, and a concession for the operation, use and exploitation of public property of the Federation in the Port of Bahía Colonet, located
in the municipality of Ensenada, Baja California.
Also the construction, operation, operation of a commercial public use terminal for containers and the provision of port services for.
This agreement ends the contest posted on September 2, 2008, and its amendments published on 2 October 2008 and 26 January and 19 October 2009.
The cancellation of the project comes after the financial problems affecting the world, expectations of growth in international trade, affecting
significantly the projected cargo volumes in which sustained the port project execution.
In addition to the high costs of private investment that is anticipated and elevation in interest rates, coupled with the complexity of choosing the
railway crossing point with the border of the United States of America, threatened the profitability of rail project and thus were generated doubts
among private economic agents on the viability of the project as a whole.
In the document that gives an end to the project revealed that on July 31, 2012 the Planning Department engaged KPMG Card##as Dosal, SC for a "Study
to determine the economic and financial viability of the project Punta Colonet multimodal" whose results were delivered on 22 October.
This study confirms that "the capacity of port and rail terminals on the West Coast of America has stopped showing congestion and saturation levels
recorded in 2008 and in previous years, the container market in the transpacific present growth rates single digits in the coming years, and that
market participants viewed container transport showed no special interest, and particularly not seem to show appetite for investing in a project with
the scale of Punta Colonet.
Under the assumptions made in the study, the project is not economically viable unless there is a capital injection of public resources sunk, so it is
determined that the assumptions prevailing in 2008 are no longer valid today, and not signs that help to define who will be in the coming years ",
confirming the reports of the technical areas of the Ministry.
The final agreement stated:
UNICO. - Contest is canceled that is designed for the simultaneous granting of a concession for the construction, operation and use of a type of road
or railway that will include the routes with origin point Colonet Bay, Ensenada, Baja California with one or two destinations on the border of Mexico
with the United States of America, and to the provision of public transport and rail freight permits to provide related ancillary services on these
routes, a concession to the Port Authority for the operation, use and exploitation of public property of the Federation which are part of the Port,
located in Bahia Colonet, Ensenada, Baja California, and a concession for the operation, use and exploitation of public property Federation in the
Port of Bahía Colonet, located in the municipality of Ensenada, Baja California and the construction, operation, operation of a commercial public use
terminal for containers and the provision of port services for, published in the Official Journal of the Federation on September 2, 2008, and its
amendments published in the same dates disseminator of October 2, 2008, January 26, 2009 and October 19, 2009.

i guess that is good, to me. i also have friends in the area that would have made millions-so they are bummed. now that the economy is in the toilet
you'd think that there would be eager investors to buy-in low and look towards the next 50 years.....

Wouldn't it be nice to have way around Ensenada, and for that matter, the Colonet to San Quintin corridor, for those of us who are heading further
south....

It'll be nice to get them off of city streets as well. Nothing like a tractor pulling double 40s through a residential area or down Juarez fighting
for space with the Micros.

There is currently paving on the road being constructed south (through the pass) from Hwy 3 Just east of El Sauzal. What big road is that? I
thought that was to be the bypass (at least that is what the sign used to say).

I'm guessing, since it seems to be dedicated to commerce, that it will be a toll road........not that it matters that much.

I still see this port happening someday. I have absolutely no proof or evidence other than the SoCal/TJ region continues to grow and I bet long term
it'll be cheaper to bring in goods via Mexico. I guess we'll see.

I find it interesting (or not) that they have not built the bridge across the river/wash just off of Hwy 3, but they continure paving. Will have to
take a trip up there and see how far the road goes.

I find it odd that about the same time they announced the Port was a no go the Long Shoremen at the two So Cal. Ports went on Strike.
