Asian trawlers keep clear-cutting large swaths of ocean. How about dropping fifty ton chunks of concrete debris tethered to a float to tangle and rip a hundred thousand dollar net? Damn, I can do little more than pipe dream up some kind of revenge. Mexicans are getting richer by pocketing the mordida. I just don't have any ideas - it's so very sad.

Actually in the US some more fish have been taken off the endangered list than added, maybe the cost of fuel?
