boat swamped one dead puertecitos

I saw a report on another site about a rental boat out of Campo La Costilla In the puertectos area that was over loaded and only a few hundred yards off shore when the winds came up and swamped the boat . One dead . the report said it was a small aluminum rental boat ,which dose not make sense , i have never seen a small aluminum rental in that area. Anyone have any info?

The only report I could find said it was a rented panga with no safety equipment on board. Rented because it was cheaper than the licensed pangas available.
