FMM Question - multiple Mex. states w/ air, ferry

Posting for an acquaintenance: Will he be required to get another FMM at any point, given different entry points and mode of travel during his travel?

"My plan so far is to land in Cancun beg. of December, get a plane to La Paz and either stay in Baja for most of the three months or travel (by land or air) to Mexico City, then fly back to Cancun for my return flight to the UK mid to late March.
Why would I need a new FMM if I am not leaving Mexico? Surely Baja is just another state of Mexico and last year we travelled through many states without problems."

You don't. It is based on how you enter (land, air, sea) and is good for 180 days anywhere in the republic.

Just the original one he entered with as long as it is under 180 days which it is......There is one charter flight from GB that does not include an exit tax in the original ticket price so their passengers have to pay about 1000peso departure fee.......
