Carry on fishing reels

When leaving Loreto yesterday I had a couple of reels in my carry on ( minus the spools ) and was told I had to check them in, that they were no longer allowed

I was told by Alaska that it is OK to have reels in carry on from LAX to Loreto but not from Loreto to LAX.
