good question jorgie....it's like this...I believe this system is made to avoid corruption...the biosphere reserve representative here Jaime Morales usually has a supply of permit/bracelets for sale at his home/office...so he sells them or sells them to service providers like us....but enforcement is done by another profepa officer...i dont think the biosphere guy has the authority to enforce.

It has nothing to do with the municipal office...they have enough work to do already.

What we have suggested in our yearly report to the biosphere reserve is that local signage be established explaining the reserve & permits, an office be established here like in BOLA, the biosphere rep does rounds to sell the permits and the permit system be applied to everyone in the reserve. It is a new system that was first applied to the whale watching companies but last year they told us that all marine users had to have a permmit...because it's a relatively new thing they are still working the kinks out.

blanca...you can buy them for your clients (anyone can)...in fact we were told we were responsible for our clients having them so we buy 20 at a time. We DO have a rep here who I buy the bracelets from but he doesnt have the passports although we have asked that he provide them here.

I was told that the coop in la bocana will have them.

We were checked last year in Puerto Escondido and we didn't have a braclet. At first the officer acted hardcore I think becuase he thought we were locals and were just trying to avoid paying. After talking with him for a bit he realized we ddon't live in Baja and from that point he was very polite and told us we would have to leave the water until we got our braclets, we were leaving the next day so we didn't try to get one, but of course to avoid the same situation we will get one this year.

well, it is all so new that the coop isn't quite ready yet ... I guess we shall get some ....but it sure would be nice to have all the details on signs and posted.
