the Bufadora would be Federal.

Don't know what you mean by, "across the bay", Roger, but if you mean Rancho la Bufadora with all the houses, that's Toscano property. Not ejido property. It has nothing to do with the contested area.

Federal zone goes only to twenty meters above, or beyond the mean high tide line, which would exclude most of the contested property.

Maybe so. The locals, Ensenada etc., come out in droves...especially on weekends. They see the place as their Disneyland. There isn't much else for them to do. Not many of them want to go out to Guadalupe Valley and sip wine with their pinky finger pointing in the air.
